Potty problems with 4 yr old Maltese

Question
I have a 4 year old male Maltese who goes to the bathroom more inside then outside. I let him out in the morning when we wake up and then right before we leave for work. During the day he is put in the family room with the door closed. As soon as we get home he is let out and several times that night especially after dinner.

There are times he just wont go outside and come right inside and go in the same place. We could sit outside with him for a hour and he wont go, and then once inside goes potty.

LOL Please help!

The main thing is praise - do it every time he goes outside!
say good boy well done.
Have you cleaned the area he goes regularly with stain and odour remover from your pet store?
If not the smell will attract him time and time again.
Maybe he is doing it for attention.
A quick walk on the evenng could get rid of this energy!
