My parents have a young lab about 1 year old, she was very calm and playful but recently she's been begging for attention it seems whenever we are outside, she is at our heels, bites at our clothes, never hard just keeps biting until we pet her or say NO! She is pawing at our legs or arms when we are around her and whining as well.  Could her recent changes be due to the extremely hot summer we are having?  And is the biting normal and how could we stop her from doing this?  Thanks for your help!

Has she been spayed or had her first season?  If not, almost any behavior can be expected.  As she reaches her fertile point it includes creative, strenuous attempts to get loose beyond belief.

Otherwise, they often turn into touch me nots at that age.  Still dogs don't read internet experts.  The biting requires consistent, timely corrections.  Each time she bites, something negative must happen right then.  Yelp and jerk your hand away, or growl "Bad dog." and clamp her mouth shut.  Then offer a chew toy. They keep trying despite hundreds of corrections.   Another good technique is to quit playing and go away.  Be sure to praise them when they are playing nice and not biting.

You just have to keep on correcting them, hundreds of times, not dozens.
Provide sturdy, safe toys such as Kongs and Nylabones.  Avoid things they can
chew pieces off and choke on them.  Keep them away from electrical cords.
Crates are essential for most young Labs and other dogs.
