I have a 19 week old Male chocolate lab. He is around 17" tall and 31lbs.  Our trainer as well as everybody we run into thinks he is only 3 months because of his size. We ran into a 12 week old that is the same size as he is.
Both the mother and father were the higher end of the average size for labs.
Just wondering if he is abnormally small for a lab. I'm hoping he will still grow quite a bit.

My guess is that he will turn out to be on the small size.  Check the ends of the leg bones.  If they are still much knobbier than an adult's, the growth plates are still open and it is still growing.  If not, do not expect much more growth.  I would expect more, but not a whole lot of growth.
