aggression problems with Lab

Question
I have recurring problems with my neutered male Black Lab with: dominance problems with other people (i.e. humping strangers legs) and charging after other dogs. These problems came to a head in the last place we lived where none of the neighborhood residents could be bothered to leash their pets. It was like my Dog was being tormented by unleashed dogs (which really seem to send him off the deep end..I guess because he is leashed and in less control). My dog listens to me and is great with my little kids, but does not listen to my wife (who refuses to discipline him) and seems to be getting progressively worse with other dogs. He also has the wonderful habit of humping strangers legs, which I seem to be unable to prevent. I use a "pinch" or prong collar for correction.

We just moved and I want a fresh start for our dog. Once he gets used to another dog he usually does not bother them, but what other dog owner would believe that if you saw the initial reaction from my Lab? Our new next door neighbors are extremely nice and have two small dogs that like to bark at my dog and occaisonally escape their own fence. Please help me head off the inevitable conflict!

Answer
Hello, THe best thing to do is FEnce in your yard with 5 foot fences or 6 foot fences. Its not your fualt or your dogs fualt if there little mutts get out and bother your dog and he attacks them but the law doesnt see it this way and your dog would be forced to be distroyed in most cases. So fence in your own property. My labrador retreiver does this as well is nuts when she sees another dog but when she gets up close to them and smells them shes ok and forgets it as well. I have a fenced in yard because I have three dogs that do not care for strange dogs or people.
