I have a 10 month old black lab. She is very obsessed with food, gobbbles it up really fast. We feed her dry biscuits in the morning and a mixture or rice, frozen veges and mince at night. I am worried she is too skinny and she isn't really putting on much weight no matter how much we feed. Is this just because she is growing?? she is quite thin near her back legs and rump.

It is normal for a Lab to eat that way.  It is quite possible that mixture is not the complete and balanced diet she needs.  It is also possible she has a health problem and needs to see the vet.  

I would put her on a diet of nothing but an adult commercial dry kibble, starting with how much the package suggests.  Your dog definitely should be narrower at the waist than the hips and chest. You should be able to easily feel the ribs, but not see them. Each dog is different. Standard recommendations are a good place to start, but each dog must have its food and exercise adjusted to its individual needs.
