Answer
You should be feeding a puppy chow now. Switching to an adult chow for the larger breeds at 4 months, slows growth and helps develop sturdier joints.

Your dog definitely should be narrower at the waist than the hips and chest. You should be able to easily feel the ribs, but not see them. Each dog is different. Standard recommendations are a good place to start, but each dog must have its food and exercise adjusted to its individual needs. The milk is bad.  It is high in lactose which dogs don't digest well and calcium that an excess can cause trouble with the bones.  If available, feed the puppy version of the Pedigree for another 2 months and then switch to the adult.  The adult now really won't hurt anything.  Modern chows such as Pedigree are carefully formulated to give dogs the complete and balanced diet they need.  The biggest problem is the puppy chows are very rich to promote fast growth, faster than is good for larger dogs like Labs.  the less else the puppy eats besides its dog food, the better.
