house breaking a 4 month old male yellow lab

I adopted a 4 month old male yellow lab a week ago. He was never house trained nor has yet been neutered. I also do not own a crate and do not have space for it but am able to limit where he is in the house such as the kitchen only. I have been following all the steps suggested but we are making little progress. What else can I do? He will go outside we will walk for about 30 minutes not do anything and 5 minutes later go in the house. I am ready to try anything!!

You may need to try walking him longer.  They can only walk and hold it so long.  When it finally has to go, lavish praise on it.  He may have been punished when somebody saw him going in the house and now avoid eliminating in front of anybody anywhere.  Be careful to walk a little longer afterwards so he doesn't learn that eliminating ends the fun walk.  He should catch on that it is OK to eliminate outside.  

A 4 month old Lab can be very destructive.  Not only does it damage things, it is risky to the dog too.  The "shut the puppy in a safe room" is a fallacy. Very few houses even have a safe room. How many of us have a room with a hard surfaced floor and nothing else? Most rooms have electrical cords to chew if nothing else. In addition to destroying anything a bored puppy finds to chew, it may choke or have intestinal blockage from the pieces. I had a friend that left her dog in a "safe" room. It ate a hole in the floor covering. The safe rooms fail to give the dog the comfort of the enclosed space their instinct requires. Nor do they restrict activity extending the time the dog can go without relieving itself.

You may need to make a place for a crate.  They can go under a table or even become a table.  A 36'' plastic crate would be Ok for all but the largest Labs.
