My lab puppy is not active

Hi , I am from India and I have brought a 24 days old puppy. He is now 37 days old but he is not at all active. He just eats and sleeps most of the time. He doesn't play or run.I wanted to know if this is normal for this age puppy ? Is he too young for activities like playing , running etc.

In the USA, it is actually illegal in most states to sell puppies before they are 56 days of age. You puppy learns to play with it's littermates around 4-6 weeks, so if the pup was not with other dogs during this age, it might find it hard to behave like a normal dog.  As it gets older, it will be more active however.
