Being a "primitive" spitz breed, they often share more traits with their wild cousins - Canis Lupis (wolves).  Howling is a pack behavior designed to communicate over longer distances.  One can think in the large distances that Sibes cover, howling is a more effective communication device than the domesticated dog's barking.

As for reasons Siberians howl:  loneliness (to help reunite the pack), welcoming (when the pack is reunited), play time, and boredom.  There are many other reasons the dogs might howl, but these are some of the most common.  Some dogs (like their wolf counterparts) will howl just to howl, and often these animals have some quite impressive songs.
