my female husky is coming up to her 3rd birthday and she has only had 2 seasons is this normal as i would like to breed her...but when there are other dogs around she thinks she is a male and tries to mount them...

I wouldn't say it in abnormal. I have a girl who goes into heat every 12 to 13 months. Just like people differ in their periods, so do dogs. They aren't machines so all have different qualities to them.
 But to be on the safe side, I would take her into a reproductive vet and make sure her "passage ways" are clear and to check the muscle tone of her uterus. Also if she refuses to Tie with a male she might have blockage that will obstruct the puppies from coming out.  This means if you do breed her, you will probably need to AI, you will also have to get a C-section which is expensive.

 Also her mounting the males has nothing to do with her thinking she is a male, she is dominating them. She is putting them in their place. I don't know if you want puppies from a girl who is really dominate because she will pass that trait on to her puppies.
 If you have had her OFA's done you will know if her hips aren't to narrow, which is another possibility. If she is going to be 3 she should of had this done on her 2nd birthday if you intended to use her for breeding. Also make sure her eyes are done by a licensed animal optimoligest to be sure she doesn't have cataracts. You won't know if she has them until you get her checked for them, because it doesn't effect a Siberians vision a whole lot.
