8 month old who cant be potty trained

I have an 8 month old dane who still pees and poops in her crate. She will pee outside and she dosent mess in the house but as soon as you lock the crate she goes! I have her sister also and she does not have that problem. My husband is fed up! Any suggestions?

She is objecting to the cage.  We don't use small cages in this country so we don't have this problem.  We use large kennels and covered runs where they can sleep with a friend.  They are trained from about 3 weeks to enjoy the security and comfort of their own space.  If they mess it doesn't matter.
