one ear down

will a 18 month old gsd that has 1 ear down have a chance to keep it up .can anything be done or is it to late ?

I have seen references to surgery.  Talk to your vet.  As for it being too late, I am not sure any of the gluing or taping you didn't do would have done any good or not.  I suspect in many of the cases where it did ''work'' the ear may have come up without it too.
