German Shepherd behaviour

Question
We have a GS,  18months old, who has started taking himself for  walk.  We walk him fairly energetically at least twice a day and he has company most of the rest of the day in the garden and house since my husband works mostly from home.   Recently, in search of a female I think?, he has taen to slipping out. In total it has happened 4 times now.  Tonight he was picked up by the police!  My husband insists that the dog should be given a row when he returns.  I think he might not want to come back if he is chastised.  I don't know how to act.  When I picked him up tonight he was as thrilled to see me as I was relieved to see him. How should we react to him, can you advise?

Answer
Never punish a dog for returning.  All you can do is is welcome him back.  He will see punishment as for his most recent action, returning.   

Neuter him if not already to less his interest in roaming.  Be more careful about letting him give you the slip.
