Answer
Shepherds are notorious about that, but usually not until later.  How long have you had her?  She may still be adjusting to her new home.  How much are you feeding her?  A half cup each of 3 times a day may be enough.  If she is eating about that much, I wouldn't worry unless her ribs are prominent.  It is OK for them to show a little.

The Iams is about as good as anything.  As long as she eats it, you may work up to a full cup each of 3 times a day in another month.  One of the most important things is keeping th edog lean and avoiding excessively fast growth.  Overweight usually isn't a problem with shepherds.  You should be feeding a puppy chow now. Switching to an adult chow for the larger breeds at 4 months, slows growth and helps develop sturdier joints.

Your dog definitely should be narrower at the waist than the hips and chest. You should be able to easily feel the ribs, but not see them. Each dog is different. Standard recommendations are a good place to start, but each dog must have its food and exercise adjusted to its individual needs. Here is a link to a good illustrated guide, http://www.longliveyourdog.com/twoplus/RateYourDog.aspx  Don't worry if your Shepherd runs a little to the lean side of that guide.
