Aggressive or Fear

Question
We've had our Shepherd since she was 11 weeks old.She was very happy to go for walks as a pup, very friendly towards people and other dogs.
Since she turned 1 yr old, she acts up when she see's other dogs. She runs the length of our yard barking and her hair is standing up.
We also have a purebred toy poodle that has done that for years, so I think she just copies him.
What can I do to get her to stop acting like that? To me it looks like she is affraid, but I don't know because she only does it when our poodle is outside with her.
If she is not with him, she is fine 99 % of the time. I don't want people to think she is mean.
She is now 1 1/2 yrs old.
I would like to be able to take her for walks and not fear that she will get uptight.
I am more concerned that she might hurt another dog.
We have a park here where everyone walks with their dogs, and I would like to be able to take her there for daily walks.

Answer
Hi Terry,  First you need to get her enrolled in obedience training so that you can learn to control her around other dogs.  The other thing you have to face is that a lot of female GSDs after a year of age start to become aggressive towards other dogs.  It is a genetic problem that seems to be getting progressively worse in GSDs as they keep evolving.  The obedience training should help a lot, and I would also carry a squirt bottle with you when you walk so that you can squirt her in the face with water whenever she starts to act up and basically correct her for going crazy.  Tell her "no" when you squirt her so that she knows that what she is doing is wrong.  Hope this helps,
