Shepherd ears/teeth

We have just taken in a shepherd that we believe is about a year old.  He has one ear that stands up and one that is way floppy.  We have also noticed that on the side that the ear stands tall, his teeth never fully developed - especially the bottom teeth.  Does this have something to do with cartilage during development?  He's extremely intelligent and otherwise very healthy.

Few people have enough experience to give good answers based on it alone.  None of the sources I have found reliable have much to say about ears.  I have seen anecdotes about ears finally standing at a year or even afterwards.  I also think erect ears may be partly behavioral.  I know diet is quite in developing sturdy joints, and perhaps teeth and ears as well.  Enough calcium is very important, but too much is bad too.  It is possible that in his first first year he had a poor diet, too little, or too much calcium.  The most knowledgible people make an early switch to an all life stages food with less than 1.5% calcium.  Others feed a puppy chow and add suppliments doing more harm than good.  

The problems could be genetic too.
