Odd hair regrowth pattern after surgery

My dog (a black lab) had surgery four months ago on her front shoulder.  The hair has grown back on the incision only.  There is a line of hair, then lines across it from the stitches.  This hair is full length.  The remaining area, which is quite large, is as smooth as a baby's bottom.  Will her hair ever grow back normally, it looks like large tattoo.

I'm not sure the area will fully regrow hair, but I would think over time quite a bit of it will grow back.  I haven't dealt with the type of surgical area you describe, but the ones I've dealt with do tend to grow back so that only a small scar is visible.  This may take several months, though.
