This cat is 17 yrs old, eats well. Could he have tapeworms?

Wow, 17 years old! That would be 119 in human years!
What makes you think he has tapeworms?  If you see small segments in the stool or around his anus, then yes, he has tapeworms.  Otherwise, hard stools and small volume doesn't mean that he has that, it sounds like he is constipated.  Give him some margerine/butter , or add some oil to his food and see if that helps.  He may have a hairball, and that should help get rid of it too. If not, take him to the vet.  He is an elderly cat and may need special attention due to his age, plus lots of TLC.
