My dog Wishbone is byting his paws and scrathing
his belly.Some times his breathing is labored.
What do you think it is?

Hi Robert!  It sounds as though your dog is allergic to something.  Dog's most commonly have food allergies.  Here is a website to a food called Solid Gold.  It is wonderful for dogs with allergies.  I feed it to my allergy prone Shih Tzu and I have seen such improvement. http://www.solidgoldhealth.com/
Heavy breathing is normal when a dog is licking,biting and scratching.  If you do, however, notice that Wishbone's gums are a blue or grayish color, an immediate vet visit will be needed, as this indicates he is not getting enough oxygen in his blood stream and would be considered respiratory distress.
You can also take Wishbone to your veterinarian.  Steroid injections, like Depo Medrol, or short term steroid pill dosages of medications, like Prednisone, help relieve allergies tremendously.  If this is a food allergy, however, the allergy will keep coming back.
