My Dogs Pads

Almost a week ago, I noticed my dog starting to limp. He's a 8yr. old boxer/beagle mix, about 65 lbs. I looked at his paws thoroughly when we got back from our walk and noticed some damage. On his front right paw there was a portion of his pad "missing" near his "wrist" joint. It was as if a patch of it had been sliced off. There was no bleeding, but the entire area was "raw" and irritated. I checked all his other pads/paws and did find similiar damage, but alot less, on his front left pad. This, to me, ruled out the possibility of accidental abrasion. I sprayed them with bactine a couple of times a day and took a block or two off his walks for a couple of days. This seemed to help. He stopped limping and became more mobile again.
Yesterday he began limping again. I rechecked his pads and the irritation was back, along with some bleeding. I believe the bleeding was caused by the hard scabbed material being driven into the softer, healing material.
Today he is still limping, but there is no bleeding and the soft pink "splits" are skinning over again. There are no apparent signs of infection, as far as I can see. I haven't seen any puss or anything "pusslike".
I live in the city, Troy,NY, and have no yard. I am forced to walk him on sidewalks and in the alleys. The majority of his walks take place near the railroad tracks. I can take him off his leash for about three(3) blocks there and let him run a little. I have lived here for almost two years. He has lived in New York State his whole life and I have never had a problem with his pads/paws. Even during the hottest days of summer or the bitterest of winter nights. When I'm home I walk him every three(3) hours for atleast twenty(20) minutes.
I'm hoping that they will heal on their own and be tougher than before. There have been no changes in his walking routine in the last two(2) years. I did notice today that there appears to be "salt" mixed in with the rocks, brake dust, wheel dust, and dirt all along the section of tracks where I walk him. I believe the it's from the cement factory a couple of blocks up from where I walk him.
Is it possible that the salt could have deteriorated his pads/paws over thew last two years, or is there some kind of degenerative pad diaease out there, or could they just be worn down from normal "wear-and-tear" and will eventually heal tougher than before.
Any information you could give me will be greatly appreciated. It takes forever to type this out, so I won't be sending this out to anyone else. I don't mind taking him to the veterinarian, if that is the best thing to do. I don't have much money, but if I really have to, he's worth it.

it is probably best a vet sees him as his paws are obviously painful.  he probaby needs antibiotics and painkillers.
