miniature beagle

my beagle has a hard stomach, is lethargic, and shakes a little on about every third breath.  She may have gotten into tissues but am not sure whether she ingested any.  She whimpers a little

If she is acting like that it's a good chance she got into them and ate a bunch of them. If she has too much in her stomach that is not a good thing and you might want to call on the advice of an emergency vet. She is in pain and that is why she is shaking when she breathes.
I would get on the phone to a vet asap.
