my old dogs back legs are starting to go & he is loosing control of his bowl & bladder.
when I say 'starting to go' i mean getting weeker, drooping.
this seems to happen in a lot of old dogs, can you tell me the mechanics of what is causing this?
he is a 15 year old border collie with a small bit of some other breed

Sincere apologies for the missed question.  As your pet ages there can be weakening of muscles, which especially in females is linked to hormonal imbalances.  In dog estrogen supplementation (females) and/or phenylpropanolamine are sometimes useful in aiding with incontinence issues.

Arthritis can play a role in walking problems and can lead to house soiling.  There are also several other conditions that should be considered and checked for including urinary stones, kidney problems, Diabetes, and urinary infection.  I would suggest a visit to your veterinarian to have an examination and blood and urine testing done.
