My lab mix has a wart-like, fleshy growth on his chin that appeared last week.  
It has become larger in the past few days but does not seem to be painful.  What
is it and what should I do about it?

Apologies for the delayed response.  Dogs like humans can get viral papillomas (warts) which are most common in the oral and eye region.  These can go away on their own, but if bothersome can also be removed by your veterinarian.  I would keep an eye on it.  If it becomes painful or appears to become infected I would definitely visit your veterinarian.  If it does not seem to be bothering your dog you can wait and see if it resolves on its own which is the safest and most natural way.  I hope this helps.
