Answer
Three weeks is a bit too young to be starting them on solid foods. They need to be on puppy milk replacer at this point and bottle fed. When they are 4 weeks old you can start them on softer foods. Goats milk is not recommend nor is any cows milk.
You must keep stimulating them to defecate or they will get sick very quickly and die. There is no way around this.
Dogs don't get 'hairballs' but yes they get worms when they are born- passed through the placenta and the milk. Too young to worm yet.
You are stuck with this chore for another week or two at best. Both dogs should be spayed soon or you will be going through this again.
Please don't use all caps when sending questions- it makes it very hard to read the question.

So get some puppy milk replacement and start them on that. Keep up the good work and make some appointments for spaying them both.
Hopefully you can find homes for all these puppies.
