Dog Skin Problems

I have a 1.5 year old jack russell.  We have been dealing with skin and itching issues for about a year.  We had allergy and food allergy tests done twice and nothing came up.  Also we have had a complete blood panel done.  He has been on six different foods(we give them 2 months each) to see if perhaps its the food he is allergic to.  We don't use any chemicals in the house or outside and i use scent free dye free detergent. As of right now he is on(excuse the spelling) temeral-p and fish oil,  which don't help much and i don't want him on steriod for much longer. I was wondering if you had any other ideas as far as what could be bothering him or anything else we could try?  our bank account is drained and i am trying to get as many other opinions as i can.

Hi Amanda - I understand about your bank account being low... Gald to see you did have a VET allergy test him x 2!
Here is my low cost plan for your baby:
All Natural and safe - I bet he has environmental allergies and also a yeast overgrowth in his body (  blood and intestine)- won't show up in many of the Vet's tests... sorry.
