my poodle has a throat issue

i have a 3 year old miniature poodle. she hasn't had any previous health issues. today she started to swivel her tongue in the air. she also made a kind of snoring, coughing sound in her throat. she hasn't eaten anything new or been anywhere new and i always keep an eye on her. right now it is very cold outside and we go for normal walks so i was wondering if she could have a cold. please give me your advise on what could be wrong with her and how i can fix it. thank you.

The only advice that can be given over the internet is to have a vet see this dog. She might have may be having reverse sneezing issues, she may be having petite mal seizures.
