Not sure what the question is here Mike. You made a statement but didn't ask me anything. Any time a dog develops spots in conjunction with bloodshot eyes I would look for an infection. Injected eyes are usually a sign that there is some infection going on somewhere.

Spots can be anything from a virus, fungus, bacterial infection like impetigo, etc.

In any case she needs to be seen by a vet for this.
