Purple-like blotches on puppies belly

I have a 10 week old puppy that has developed blotches on her belly and inner legs over the past few days. Do you know what could be causing this, and is there need for concern?

Purple like blotches sound like bruises or hemorrhages, so I would be concerned for sure. Unless this is freckling starting (they can look purple) I would get him to the vet's to looked at.
