HI my name is Jack and I own a shihtzu x terrier named scruffy, My family and I have owned him for about 3-4 years and we found him when we lived in our old house. We actually found scruffy and tried to find the owner but could not find them, So we decided to keep him. When we found him he had something wrong, His mouth seemed to have a green kind of mucus coming out of it. So we took him to the vet. they did about 2 operations taking teeth etc. But about a year ago it came back, we thought it'd just go away again but it didn't. now we don't have enough money to pay for the vet again. Let me just be more descriptive about it. The mucus that is coming out kinda tangles up the hair around his mouth and makes it hard for him to open his mouth, because of this he has been finding really hard to eat has lost ALOT of weight, also this green mucus smells incredibly disgusting. Please help I really want to know what it is!

That sound to me like he has a severe gum infection (the green mucus) and the putrid smell is the breakdown of dead tissue.  There may be a tumor or a growth in the mouth that is dying off creating the smell.  You can get a mouth rinse that contains chlorhexidine from any vet without a prescription and you might try that to see if you can get the odor and infection down.  You would squirt it into the mouth three times a day for a week or so.
