Question
I really want my dog to have freedom to run outside.

Does dog need to be lease when take walking?
Can I not lease my dog when taking him walking?
I live in California.

Answer
Most cities have leash laws to prevent dogs from running into traffic or fighting with other dogs.  It also protects people from dog bites.  There are many dog parks where you can unleash your dog and let him run.  I have also used the football fields around town when they are not in use.
