Winter allergies for White German Shepard

I have a White German Shepard. We live in Missouri and as the season starts getting cold she starts to scratching and biting herself until she bleeds and looses hair. The Vet is no help. We've spent hundreds of dollars. Benidryl is no help. Quartizone little to no help. Vet implies diet changes and fungus. All BS. She is a month shy of 3years old. Come summer time everything is fine and dandy but nobody sleeps in this house during the winter because of the constant scratching and biting! Please HELP.

HI - I am glad you did see the vet for a diagnosis...I can help - very minor problem.... She drys out in the winter from your heat and the dryness of your home:  Easy fix.

Ok, let's get a humidifier in your home - place 1 or 2 of them in different parts of the house...Rotate them every few days as to not build up too much moisture and thus Mold growth.
YOU have a very tight and dry house?  I bet that is one of the major problems here.
You can also take 2-3 pans ( big pans) of Water and place them UP high around the house: don't let the pets drink the water:
This will also add moisture to the air.
Re-fill the pans every 4-5 days with fresh water.
