Question
We are travelling from Panama to Angola, in transit through Madrid and
Lisbon, with our two pets at the end of March, early in April.  They are poodle
mini toys one a year old and the other 11 months old.  We intend to take
them in the cabin and would like to be absolutely sure about the
travel/transit requirements, especially through EU countries. We fly Iberia to
Lisbon, with stops in San Jose Costa Rica and Madrid.  We spend about 10
hours in Lisbon before we take our flight to Luanda on TAP to Angola.

Dear Mayra

1. Cats and dogs must be accompanied by a veterinarian health certificate. Also a rabies inoculation certificate issued within four months preceding arrival.

2. You MUST check with the airline if you can book the dogs flying in cabin

3. If you were to be in Europe for a longer period you should get the
EU pet passport, but this should not be necessary for you. I assumed that your dogs will not allowed to leave the airport in Madrid and the same in Costa Rica.
