Black fin sharks require a fairly large open tank. They are fast swimmers and need some long spaces to swim in.
They do require a heater and plan on about 5 watts per gallon of water in the tank.
You shouldn't have to worry about pH so I wouldn't bother getting that tested unless you have problems.
