Hi Jalal,
Mythelene blue can be under various trade names with different dosage amounts per mL according to each.  The bottle should or have come with instructions on how to dose.  I do not want to give the incorrect dosage amount as I dont want to give out false information with risk of harming your fish.  

The "white spots" might be ich which can be treated with the heat and salt treatment.  You should only resort to medications has a last resort because medications kill the beneficial bacteria that necessary to keep the tank cycled.  Often with many people that use medications is after the treatment is done, their tank is cloudy.  It is cloudy because the tank as crashed.  A large amount of the beneficial bacteria has died from the medication that there isnt enough to support the bioload of the fish causing a bacterial bloom.

Try the heat and salt method before doing medications.  Raise temperature up to 87F-90F and add tbps of AQUARIUM salt (not table salt) per aquarium water.  Dissolve it before adding.  For example, if you have a 30g tank, add 6tbps of salt.  If you remove 10g for a water change, replace with new water with 2 tbps of salt.  You replace what is removed.  After treatment, salt is removed from the tank by partial water changes weekly.
