Saprolegnia Fungus on my fish.

I think I have Saprolegnia Fungus on my fish, Only his eyes, But I cant be sure... I don't have any way to take a picture but I can explain. It's cotton like and grows around his eyes. He stopped eating for a few days and is always hiding in my Wisteria... also brushing against things, like his skin is irritated. I don't know what this means.. I looked online and the only thing that matched was Saprolegnia Fungus. None of the other fish seem affected. My tank is kinda a mess, since I'm new to the hobby, But its a ten gallon with three amazon sword plants, One very large wisteria, a African pygmy frog... I think that's what they are called, Three guppies, Three neon tetras and two of these orange fish, Which were given to me, so I don't what there called, One of which is the one who is sick. I also have a mystery snail. I am not quite sure about the lighting and heater, But the filter is a Penguin Bio filter with the Bio wheel. I hope you can help me... Thanks a bunch!
