Bulgy Eyes

I've had the same 4 fish for over a year. They are in a 20 gallon tank.  There is one (fancy goldfish) that's eyes have started to bulge out and he's always laying at the bottom of the tank, almost on his side. i remember reading about this problem before, but i can't remember what to do, or what's wrong with him. The others are all fine. I was wondering if you could help me out as to what i could do about this. Thanks
