Beta Fish Health Problems

My poor old mom has a Beta fish who is now her only "child" left at home and he has started acting funny.  Approximately one month ago he started becoming less active in his tank. My Mom moved him to a warmer spot and he seemed to perk up but has again taken a turn for the worse.  He has again become very lazy, (which is actually normal for her kids) he's not eating at all and he is loosing his color.  She said he just sits at the top of the tank with a bit of an arch in his back. She has not changed his food and is using the same tap water with "Novaqua plus" added as reccommended.  Is this behavior normal for fish or should she be doing something for him.  We sincerely appreciate your help. My brother and I don't want to move back in with her so please help us save this fish.  :^)  Thank you very much!

Poor guy. He probably has a swim bladder problem. There are symptoms and treatment methods listed at the following site;
