Male beta losing part of fin

Question
I have hade one male beta for about 3 days. The tank has been set up for about 4 days. The tank  holds a bit more than a quart.The past 2 days I have been noticing that small parts of his fin have been floating in his tank. We have cleaned his tank once.What is wrong with my fish and is it somthing to worry about?

He also needs a bigger tank. Bettas really need at least a half-gallon to live in to be healthy. Here are some good tips about caring for bettas;
