beta dying?

1 gallon filtered bowel, 1-beta. about a week ago he started to get bloated in the front half of him. He still eats but aims his nose up towards the top of the tank? we feed him 2x's a day 2-3 pellets for about a year now. waht is wrong with him. he also has loss some of his fins on his pectorals
