There is a hole in my beta's tail his name is shark bait I don't know how he got it, it could have been from anything but will it fill back in? Hes health other than that I think he a little self conscious about it he folds his tail more than he use to. But hes a fighter he jumped out of his bowl 3ftoff the ground, for at least 15 mins he was out of water (this is before he got the hole in his fin) Poor guy keeps getting hurt. Maybe I should change his name?

If this isn't due to fin rot - then yes, slowly the hole will grow back over time. As for the rest of your question...I'm not quite clear on what your asking me. If your fish was out of the water for at least 15 minutes, you're fish wouldn't be alive (it would be like you being under water with no oxygen for 15 minutes). As for him jumping, this is why all fish aquariums need a proper cover (that, and to keep dirt out).
