Question
I have a 1/2 gallon to a gallon tank, how many neon tetras can I put in the tank without it being too crowded for them?  If I have three or four, maybe, how many times a week should I change the tank water?  Also, where can I buy small plants that would help the tetra's environment?

Neon Tetras need acidic, soft water, and cannot live very long in a half gallon tank.    They should be in a heated tank of at least 5 gallons with driftwood to bring down their PH.  The limit would be 6 neons tetras in a five gallon tank.  No fish can survive in gallon tanks.  I know the pet stores sell them, but they are really money making gadgets, and sooner, rather than later the poor customer faces death of his fish, that he grew so attached to.  I'm sorry to have to tell your this.  They also need filtration, and water movement so they can breathe.
As for plants in a tank, you would need to ask a plant expert.
