betta fish strange behaviour

My fish has a strange thing going on- he just hangs in place-when he moves he darts very fast and stops- is not eating.
can you help me???

Hi Tina,
 Are you doing regular weekly partial water changes?  You should be changing 25% of his water, once a week, every week.  Darting behavior is often a sign of deteriorating water conditions.
Also, do you have a proper filter in the tank?
