I bought 2 oscars one is black and orange the other is white, the black one has tripled in size but the white one has barely grown at all is this normal and is there anything I should do?

Hi Al,
 Most likely the black and orange one is getting most or all of the food.  Is this normal: yes. Is it good for the white one: no.  You may need to separate them to make sure that the white gets some reasonable amount of food to grow.  If that is not possible, consider putting the food in different parts of the tank when you feed so that both fish can at least get some.
