Hi,
Sorry for bugging you again but I had 3 Questions. My family thought it was unfair that only I get to pick fish so we thought that is they pick 2 fish and I pick 2 fish then we add a cleaner... it would be fair.
Q
1. Can I fit 5 fish in the tank without over-populating it?
2. With Platys and a cleaner how often can I clean the tank?
3. If I get babies then how can I siphon clean the tank without sucking up the babies? ( I always siphon clean)

You can fit in five very small fish, but I suspect your filter isn't sufficient.  There have been so many losses now that I would stick to no more than 3.  One bottom and 2 at the top.  Later, after they are doing okay, you should consider adding another 2.

You should drain water every other week and replace it.  25% (that's a fourth of the water).

If you get babies, siphon it with a net over the outlet to the siphon.  The water will still go in, but the fish won't.
