Baby dove with possible Hip dysplasia

My mothers pair of doves just hatched a baby with a malformation to his legs.  Rather that sitting on them he sits  on his belly with his legs splayed outward in a very awkward way.  One leg is worse that the other.  Is there anyway to correct this?
I was hoping he would grow out of it but he is almost fully feathered and can almost fly. His parents don't seem to mind and continue to feed and care for him. I am worried about him being able to survive without them feeding him.

This description sounds like the baby has splayed legs. It can be caused by a number of factors including incorrect nesting materials and nutritional deficiencies. I would start treating him right away to try and correct this while he is still young and growing. Here are a few websites with suggestions and pictures as how to accomplish this:
