Question
If I do have a male/female pair I may bred them this summer but need to know if there compadable, right now the male runns up and down the perches and tweets to the female, bobs his head and trys to get closer to her but shes pecks him/hisses at him and runs away is this just her way of telling him shes not ready to breed or would they not make a good breeding pair? She does scream when I take the male out of her sight.

It sounds like your male is being a typical male cockatiel, and your female just isn't receptive to his advances.  That doesn't mean she doesn't like him or isn't bonded with him, just that she isn't interested in breeding at this time.  She may be too young, or maybe she just knows there's no nestbox or place to nest.  If she whistles when the male is out of sight, my guess is they're bonded.  Other signs would be them sitting next to each other, preening each other etc.
