i have had a pair of budgies now for a year now.  neither are overly friendly with us.  They dont come out of the cage.  I have no idea what gender they are.  The one has recently become very friendly, and always sitting on the bottom of the cage.  i dont think it is sick, but it seems to be puffed up more than normal too.  it is not cold here, or anything like that.  any idea what might be going on, if anything?

Hello barb and thank you for your post.
At a year old, you can tell the gender of the budgie by it's cere.  This is the band acrodd it's nose where the nostrils are.  If the cere is blue, it is a boy, if the cere is tan, peach, or pinkish colored, it is a girl.
As for the one sitting at the bottom of the cage and puffed up, you have a sick bird on your hands and (s)he needs to be seen by a Certified Avian or Exotic Animal Vet right away.
Birds hide their sickness until it's too late to keep from getting kicked out of the flock and becoming prey for other animals.
