I got a five week old cockatiel from a breeder last week.  There are times when she is on my shoulder and makes a constant noise - not really a squawk, just a constant noise.  At first I thought she was hungry because she bobbed her head and would feed her (with the bowl so she'd get used to it) and she would stop.  Now it's almost as if she is talking to me and bobbing her head at the same time.  After a while, the noise gets irritating and I have to move her to her gym to get away from it.  What does the noise and bobbing mean?

She will come over to me from the gym (the breeder cut all but her two outer feathers on each wing and she can still fly, unfortunately) so she isn't telling me she wants to be elsewhere, she comes to me to make the noise and is quiet over there.

Hello Linda and thank you for your post.
I am sorry that it took so long for me to answer you, but I had computer problems that are hopefully resolved now.
Your new freind wants to be by you.  The squawking is her way of communicating with you (it's a sign that she's content), which is a good thing.
The bobbing of the head leads me to believe that SHE is actually a HE, as this is usually a male's trait, but I do have one female Cockatiel that does the head bobbing.
It's good that his/her wings are clipped, but just because they are clipped, your bird will still be able to fly.  
(S)He just won't be able to get the altitude that (s)he normally would.
