I have never tried to tame an actual "wild" parakeet, but I do know that it takes a lot of time and patience.  
For several weeks, try talking to the parakeet in a low, calm voice every chance that you get.  The first key is to build up the bird's trust in you.  Also, try offering some treats from your hand.  Some millet spray, dandelion greens, spincah, and so on.  Birds love these, and there's a good chance that it'll take the treats from your hand, just don't move too quickly.  You might startle the bird, and he/she will lose it's trust in you.

I do believe that the site that I gave you the link for will help.  I have used the methods on my own birds, with great success.
I recently took in 2 parakeets as rescues, and I have started them on the methods, and the one will step up onto my hand with no problem.  The other one will take treats (she is not as trusting yet), but we're working on it.
