PLEASE HELP 911

My parakeet layed eight eggs over the past month.  Monday the 27 one of them hatched.  It is now to days old and I noticed this wierd pouch like thing on its neck.  If i were to describe it i would say i kind of looks like a human blister, it goes all around the neck except the back.  Is this normal? Do you have any idea what this is?

This baby needs to be seen by a Certified Avian Vet or an Exotic Vet.  It is not a normal thing for the babies to have this kind of condition when they hatch (at least not a cockatiel, but I've never seen a baby parakeet with it either).
